Roads and traffic - Highway 21
Many of you might have heard about this past winter as the province was isolated from Inverhuron by howling winds and ferocious winter storms.
The result has been that the province is investing in highway improvements on Highway 21. There is a traffic study being undertaken and we encourage everyone to learn as much as you can and offer our council comment and insights.
Traffic Issues in Inverhuron
In March of this year, there was a recommendation to Kincardine Council that Victoria Street be linked to Upper Lorne beach Road. This recommendation was not approved by council. However, there will be an emergency gate on the south end of Victoria Street and emergency vehicles will be allowed to use it. The gate will be closed to regular traffic but will be open in the winter as an emergency route if the B-line (Bruce Road 23) is closed because of snow.
At the same presentation to Council in March, the IDRA asked Council to undertake a review of traffic in our community and specifically the route along Bruce Road 15 and Albert Street.
Our concern is that traffic to and from the Provincial Park, Bruce Power. The proposed Intermediate Waste Facility and the Bruce Energy Centre will only increase in numbers over time and more and more cars, trucks and vans will continue to use this route. We believe that this is an issue that should be communicated to our council members. If members of the community are in support of this initiative, The IDRA Board is prepared to make another presentation to Council.
A draft plan of subdivision (Mystic cove) was also presented at this meeting in March. The draft plan of subdivision has now been approved.
Wind power Generation
There has been considerable debate in the community about proposed Wind Farms. None of these facilities are proposed for the Inverhuron community.
Sewers and Water
There will be a sewer and water line installation this year along Lake Street north of Bruce road 15. The construction should start this fall.
We want to keep our Beach as clean as possible and while at the beach we will try to observe these few rules.
The Municipality of Kincardine has agreed to be responsible for the garbage on the beach. In past years, the IDRA provided this extra service. We thank the Municipality for offering us this added service. If any residents that have any complaints or questions about the way the municipal are keeping the beach clean please call one of the following people:

A reminder from the Administrative Fire Chief of Kincardine of the Open Air Burning by-law and the sale and use of fireworks.
OPEN AIR BURNING within the MUNICIPALITY By-law No. 2001-127 Prohibitions:
With the exception of barbeque fires (charcoal or propane), no person may set a fire or allow a fire to burn in the open air without obtaining a permit from the Chief Fire Official. Permits must be in hand prior to setting a fire. Permits can be obtained at the Kincardine Fire Station (Monday thru Friday) , or the Tiverton Fire Station (any Wednesday. SALE and USE of FIREWORKS
By-law No. 2002-16 General Provisions:
Sale of Family Fireworks is prohibited except on the following days and the 6 business days preceding: Victoria Day, Canada Day and the USA Independence Day.
Display of Family Fireworks is prohibited except on the following days and time:
Victoria Day, Canada Day and USA Independence Day. The Saturday preceding or the Saturday following Victoria Day, Canada Day, USA Independence Day.
Between dusk and 12 midnight.
Public Fireworks Displays A permit must first be obtained from the Kincardine Fire Department.

By-Law No. 2003-79
Being a By-Law to further amend By-Law 2002-30, A By-Law renaming the Municipality of Kincardine Road System (911)
"The owner of the property shall ensure that every property has the assigned municipal number posted in accordance with the provisions of the By-Law."
"The owner of the property shall ensure that every number shall be ... in plain and legible numbers at least 12.7 centimetres (5 inches) high and such numbers shall be placed at the main entrance of the building facing the street or highway..."
"Where the main building is located beyond 30 metres (100 feet) of the highway allowance or the main building is obscured from the highway by trees... etc. The building number shall be placed on a contrasting plate attached to a post... Unobstructed by mailboxes, brush, shrubs ets."

THE CONTROL OF DOGS A BY-LAW NO. 999-51
Some of the highlights of this By-law are :
No owner of a dog shall permit the said dog to run at large within the boundaries of the municipality.
Any dog found running at large, contrary to the provisions of this By-law may be captured and impounded by the Municipal By-Law Enforcement
Officer (Animal Control) and thereafter shall be kept in a pound for a period of up to 72 hours not including day of admission and exclusive of Saturday, Sunday and statutory holidays and, after all known means of notification has been attempted, the dog may thereafter be destroyed or otherwise disposed of.
8.0 Removal of Dog Excrement
Every person who owns, controls or harbours a dog shall remove forthwith any excrement left by such dog on public or private lands in the Municipality.
Penalties
Any person who contravenes any provision of this by-law is guilty of an offence and upon conviction is liable:
(a) on a first offence, to a fine of not more than $300.00; and
(b) on a subsequent conviction, to a fine of not more than $1,000.00 for each day or part thereof upon which the contravention has continued after the day on which the offender was first convicted.
